I can't unlock the widgets: when I right-click the desktop or a panel and click
"unlock widgets", the panels disappear, then come back, widgets still locked
and marked as locked. reboot doesn't fix it.
Reproducible: Always
Steps to Reproduce:
1. right click on the desktop or panel(s)
2. select lock widgets
3. right click on the desktop or panel(s) again
4. select unlock widgets
Actual Results:
the widgets aren't unlocked and the three horizontal bars (hamburger menu?) on
the panel don't show up
Expected Results:
The widgets and panels should have been unlocked and editable
I only have one active panel with these widgets:
* application launcher
* icons-only task manager
* lock/leave buttons
* system tray
* digital clock
