The issue is that your brush tip is not designed to be used with Alpha mask because it isn't defined like a mask should be. (It should be black and white with no alpha.) I'm sorry but because of the new alpha mask changes for RGBA brushes, I'm not entirely sure I understand the desired behavior here. If you want to use this as an alpha mask, then please define it like an alpha mask should be.
