STEPS TO REPRODUCE
1. open Formats KCM
2. click on any configurable item (Region, Number, Time, etc)
3. choose any format but the current one
OBSERVED RESULT
Formats KCM displays 'Your changes will take effect the next time you log in'
inline message
despite the change was not applied yet
EXPECTED RESULT
'Your changes will take effect the next time you log in' inline message should
be displayed after applying change(s)
by clicking on 'Apply' button.
