SUMMARY:Basically, sometimes when im drawing, the outside of the window will
flash if i keep drawing. The toolbar from the actual system(with my pinned
apps) will also disappear.

STEPS TO REPRODUCE
1. use a windows home 10 with a windows pen
2. after a bit of drawing it should start flashing a bit

ADDITIONAL INFORMATION
whilst this is a bit of an inconvenience for me, this could cause severe
problems for epileptic/highly photosensitive users, along with neurodivergent
users.
