Try to reconfigure your time zone in systemsettings. Apparently something broke
that setting. I had the same issue and found out (via plasmaengineexplorer, if
you want to check it out on your system) that plasma's time-DataSource reported
an empty DataTime for the "Local" time but a correct time for all time zones.
So I went for the time zone dialog in systemsettings and set the time zone to
the correct one and at least here the digital clock shows a correct time again
and the calendar widget shows correct dates.
