It is possible to do this with just a keyboard:
alt+f2 to open krunner
type "accessibility"
use arrow keys + enter to open accessibility
press tab 4 times to use the custom sidebar
use arrow keys + enter to open Mouse Navigation
press tab once + space to use numpad as mouse
keep pressing tab until Apply is highlighted
press space to apply settings
