STEPS TO REPRODUCE
1. Add external monitor. 
2. observe the latte dock taskbar visibility settings gets automatically set to
allow windows underneath (not originally set this way).  
3. change setting by right clicking, hit edit dock, then observe settings are
still displaying "always visible" . 
4. Change allow under. 
5. change back to always visible
6. issue gets fixed for the session...have to repeat on reboot. 

OBSERVED RESULT


EXPECTED RESULT
Not to automatically change/set to allow windows underneath. 
Retain my settings. 
Display actual settings - even if it was in error (if it is clearly allowing
underneath, it should at least display that in visibility settings)
