Up to plasma 5.23.5, applications starting up unmaximised were placed on the
desktop using smart placement. Following upgrade to 5.23.90, such applications
are placed centred.
On viewing Settings -> Window Management -> Window Behaviour -> Advanced ->
Window Placement, it's value has been changed to 'Centred' and the smart
placement option is no longer present.
Downgrading to 5.23.5 does not restore the smart placement setting and smart
placement option is still not present.
STEPS TO REPRODUCE
1. Ensure window smart placement is set
2. Upgrade to 5.23.90
3. Reboot
4. Log in and start an unmaximised application
OBSERVED RESULT
Application starts up centred
EXPECTED RESULT
Application should start up using smart placement rules
