STEPS TO REPRODUCE
1. Right click on an opened app icon
2. Hover cursor over icon
3. Move your mouse away from and hover again
OBSERVED RESULT
You will see tooltip which overlaps the context menu
EXPECTED RESULT
tooltips are blocked while there's a context menu
