I think I have this issue too, but not always. If I see this happening I can
just unplug my external monitor, wait for plasma to start normally and the plug
it back in after which it continues operating normally. I saw this on Arch
Linux, Plasma 5.23.5 (or .4 ?), but not yet since 5.24 Beta. I will post logs
next time it happens.
