SUMMARY
When quickly hovering over applets that have tooltips of varying sizes (for
instance, the media applet and the network manager applet), the tooltip is
displayed with a glitched background. Some examples:

STEPS TO REPRODUCE
1. Hover over an applet in a panel until its tooltip appears.
2. Quickly switch between applets
3. If you do it fast enough and for about 10 seconds, you should be able to
reproduce it.
OBSERVED RESULT
Tooltips for applets get messed up if quickly switching between ones with
varying sizes.
EXPECTED RESULT
Tooltips render consistently.

ADDITIONAL INFORMATION
I haven't used X11 in a few months but I never experienced the issue on the X11
session as late as Plasma 5.22.
