STEPS TO REPRODUCE
1. Create any panel on the top of the screen
2. Arrange icon on the desktop
3. Restart the session and after that icon will rearrange and resort on the
desktop
OBSERVED RESULT
Needs to arrange icon again for comfortable use
EXPECTED RESULT
Icons will stay at the same place
