With some drivers or hardware, changing the dpms mode results in hotplug
events. Making kwin delay processing output changes would be difficult (for
example, what should kwin do if a new window shows up while there are
unprocessed output changes and the window wants to be placed on a screen which
kwin is unaware yet? etc) and it could still result in some windows being
mis-placed.
Can you report this issue to the developers of the video driver you use please?
