STEPS TO REPRODUCE
1. MOZ_ENABLE_WAYLAND=1 firefox
2. Drang and drop a text file onto a website opened in firefox
OBSERVED RESULT
Please see the screen recording. First drag/drop worked, but it flickered one
time, the second drag drop was not allowed and it flickered for a longer
period.
