Changing settings in the Workspace behavior kcm (i. e. Virtual Desktops,
Screen Edges, General Behavior) also disables the overview effect.

STEPS TO REPRODUCE
1. Go to: System settings > Workspace Behavior > Desktop Effects and switch on
the desktop overview effect
2. Go to System settings > Workspace Behavior > General Behavior and change
something (i. e. Animation Speed)
3. Try to launch the overview (meta+W)

Nothing happens
