I was unable to make it save "+/-" as the shortcut using Alt tab or switching to other window of a different app. You were right, numeric keys above the alpha keys (abcd...) works OK though, (i have to switch my keyboard layout to US though in order to type +,- and numbers on it) And then +,- defined like that works inside app even when pressed on the right side numpad... I see that the defining keyboard shortcuts using right side numpad does NOT work in other apps like Kate text editor either. They are using same styled window to define shortcuts.
