When third window appear or fourth disappear, bottom plasma's panel do nothing,
but change size (bigger/smaller) infinite.
I have two panels - one full screen width at top and second fat and not at full
screen width at bottom. On both, I had task manager. On top showing each
desktop, screen and activity window + option to show if window expect attention
is enabled. On bottom showing only windows from current desktop and activity
with each screen.
When the problems occurs, I must restart plasma using Konsole or Krunner.

OBSERVED RESULT
Plasma freezes by infinite changing panel's size. Problem also occur on Plasma
5.23.
EXPECTED RESULT
Panels fit size to required space.
