This patch does what Qt internally does. I tested it on X11, I'll need to work more for Wayland. X11 with applied scaling may be affected by a known Qt bug instead, still untested though. The implementation still needs applets to properly set the resizable flag (I wanted the change to be transparent for the rest of Plasma). The patch respects the max and min sizes if set by the applets, so those sizes must be changed in the applets.
