STEPS TO REPRODUCE
1. Import attached kritarc
2. Try using selection tool without pressing ctrl
OBSERVED RESULT
Selection tool is not working, unless used through ctrl

Selection tool working properly

ADDITIONAL INFORMATION
If remove kritarc from %appdata%/local, krita will recreate it and selection
tool starts working properly. The cause of problem is unknown, it just stopped
working
