STEPS TO REPRODUCE
1. Set Regions to de_DE.UTF-8 but having the Language set to American English.
2. Apply settings and reboot.
3. Open Settings, Kate or Dolphin.
OBSERVED RESULT
The programs use the German language.
EXPECTED RESULT
The programs use the American English language.
