You are correct.

In KDE 4, the dialog which was displayed as part of Krunner, so viewing it was
quite fast. This changed with Plasma 5, and now it is a separate executable
which is launched when you press the hotkey.

I'm re-opening this as I clearly misunderstood it while closing it.
