Can confirm. However this appears to be an issue in Audacity: when you do the
drag, the cursor changes to be a "plus sign" cursor, which means that the app
is indicating to the system that it will accept the drag. If it actually
doesn't, then it's a bug in the app itself. I would recommend that you report
this to Audacity's developers.
