STEPS TO REPRODUCE
0. Be in Wayland session
1. Run System Settings
2. Minimize System Settings or open another program
3. Attempt to run System Settings through any regular application launcher
(launcher, minimal, dashboard)
OBSERVED RESULT
Nothing happens
EXPECTED RESULT
System Settings is focused and raised from the taskbar (if minimized).
