SUMMARY
My external display remains "connected" even when I unplug it.  When I
reconnect, the panels for my 2nd monitor don't appear.

STEPS TO REPRODUCE
1. Unplug the 2nd display
2. Plug back in

OBSERVED RESULT
I checked on the Display Configuration settings and when I unplug my monitor, I
still see my external monitor remain connected.  When I plug back in, I lose my
panels.

EXPECTED RESULT
External display should be disconnected and shouldn't remain in Display
Configuration settings
Panels for my 2nd display should reappear when connected.

Operating System: Kubuntu 22.04
KDE Plasma Version: 5.24.5

ADDITIONAL INFORMATION
My laptop, 4th generation ThinkPad X1 Yoga, is plugged to a USB-C dock.  HDMI
KVM switch is connected to the dock via DP Alt mode.
My external monitor is connected by an  HDMI KVM switch
My HDMI KVM switch disconnects the display when it switches to another computer
(pretty much unplugging the display).
