STEPS TO REPRODUCE
1. KDE windows do not have title bar with last update.
2. tried variations of ALT-F3 it does not work.
3. cannot move the windows either.
4. Looked in settings and tried to resolve there but nothing stood out.
5. tried pkcon to repair fix update packages nothing.
6. tried shutting down plasmashell restarting nothing.
7. tried to find / use prior kernel but could not find a list in the UEFI
options.
8. cannot even resize my terminal window from a mini one.
