SUMMARY
Floating panel spacer parent item has background effects and a border.
STEPS TO REPRODUCE
1. Set panel to floating mode
2. Observe the background around the panel
OBSERVED RESULT
The parent item for the floating panel has a border and background effects
(shade, etc.)
EXPECTED RESULT
It shouldn't have those effects.
