Currently it's possible to use the system monitor to send a system signal to
itself, which ranges from 'interesting but ultimately useless' to  'creates a
suboptimal UX'. The most problematic option exposed to end users is SIGSTOP,
which causes the program to appear frozen and - since it's the System Monitor -
no way to recover without resorting to Terminal.

STEPS TO REPRODUCE
1. Open System Monitor and switch to the Applications tab.
2. Right-click on the entry titled 'System Monitor' within the applications
list-table.
3. Hover over 'Send Signal' and choose 'Suspend' from the dropdown menu that
appears.

OBSERVED RESULT
Program appears to become frozen. The only graphical solution is to close the
program whereupon Plasma states that it is unresponsive and ask if the user
would like to terminate it.

EXPECTED RESULT
Something a little less janky

ADDITIONAL INFORMATION
I'm in favour of removing the entire menu since I cannot think of a scenario
where the user would need to kill or terminate System Monitor via the System
Monitor - surely if it's unresponsive the menu by extension would be
nonfunctional anyway.
