SUMMARY
Panel layout was broken with update from 2.24.5 to 2.24.90, unusable since.
Fresh configuration has failed so far. See the screenshot, which shows a
typical situation.
Previously it has a standard configured panel with virtual screen switcher,
starter, clock and more.

upgrading from
plasma5-workspace|5.24.5-lp153.648.1
to
plasma5-workspace|5.24.90-lp153.651.1
(on Opensuse LEAP 15.3 with the repos for the latest KDE product revisions

STEPS TO REPRODUCE
(This assumed, I did not go back in the revisons to try.)
1. Have user with a configured taskbar (which in my case was on Opensuse Leap
15.3 with fresh KDE repos)
Sometime I have a second monitor connected.
2. Do the upgrade.
3. (probably) Next start of the user showed the problem.
OBSERVED RESULT
Layout of panel as shown on screenshot.
Starting editing mode, trying to re-add or move the elements in the panel, they
jump back to unusable
or partely refuse.
Removing the panel and readding a fresh one, trying to configure it to the same
default, did not work.
EXPECTED RESULT
An upgrade should keep the configuration of the panel intact.
(Or at least allow to reconfigure it sanely, with starter icon left, virtual
switcher, showing the windows, notifcation bar, clock , mini-app-starter, etc.)
