Since plasma lf packages does not provide all elements like icons, plasma
themes, plasma applets etc, installing plasma lf package may result in a broken
desktop if required packages are not present in the system .
Reproducible: Always
Steps to Reproduce:
1. Download Papirus look and feel package (system settings> look and feel> get
new looks)
2. Select it
Actual Results:
Missing icons in dolphin and other apps
Expected Results:
In the case where required icons are not installed, Plasma should fall back to
breeze icons.
