SUMMARY
When I change the settings of my bluetooth mouse (scroll direction and pointer
speed) they are reverted back to the default settings whenever my mouse
reconnects. This also happens, when I connect my mouse with the USB-dongle, but
only after my system wakes up after it suspends.

STEPS TO REPRODUCE
1. Change settings for mouse (scroll direction and pointer speed in my case)
2. Suspend and wake-up system OR reconnect bluetooth mouse
3. Scroll and move mouse pointer

OBSERVED RESULT
The mouse settings (scroll direction and pointer speed) are reverted back to
default settings

EXPECTED RESULT
The mouse settings are unchanged

ADDITIONAL INFORMATION
This seems X11 specific, as it does not happen when using Wayland.

I can induce the same thing, settings reverting back to default, with 'sudo
udevadm trigger -s input'.

Interestingly, when the settings are reverted back to default, in System
Settings, the indicators show the 'correct' values for scroll direction and
pointer speed, but I have to re-apply them (untick scroll direction, apply,
tick scroll direction, apply).

Also, when I connect another mouse via usb, it seems to get configured with the
default settings rather than the user's settings.
