The package qttranslations5-l10n is on version 5.5.1
Its need to be on version 5.6
I install it from Ubuntu 16.10 repo and the system became RTL
Reproducible: Always
Steps to Reproduce:
1. change the system lang to RTL lang (hebrew (עברית), arabic)
2. logout and login
3. try to upgrade qttranslations5-l10n package (apt-get update, apt-get install
qttranslations5-l10n)
The output of apt-get:
...
qttranslations5-l10n is already the newest version (5.5.1-2build1).
...

download the upgrated package form here:
https://launchpad.net/~ci-train-ppa-service/+archive/ubuntu/landing-024/+build/10493109
install it
logout and login
