In that bug report I discovered that essentially the same thing happens not when closing dolphin but rather after restarting plasmashell (including by just rebooting or logging out and back in) when the top most item in the clipboard is a file. But I can confirm that closing dolphin instead of restarting Plasma produces the same results. Clearing the clipboard or copying text makes plasmashell responsive again in either case.
