Keyboard layout indicator limitations/regression exists: can no longer have
custom label including text on flag.

1. Add keyboard layouts (such as more dialects/languages).
2. Edit indicator.

Keyboard layout indicator limitations/regression exists: can no longer have
custom label including text on flag.
EXPECTED RESULT
Allow set custom label (chosen text/flag/both).
