STEPS TO REPRODUCE
1. No 100% way to reproduce, but with following operations, its possible to
trigger
2. Open some VSCode Window
3. Resize window
4. Let computer sleep
5. Awake, and resize window

Strange window border
EXPECTED RESULT
Show be resized 1:1
