SUMMARY
STEPS TO REPRODUCE
1. Go to Keyboard KCM, Layouts tab
2. Assign whatever shortcut for any layout
OBSERVED RESULT
The shortcut appeared on Shortcut tab, but Apply button is not accessible.
No shortcut assignments are taking place.
EXPECTED RESULT
We should be able to press Apply button to apply the shortcut assignment.

ADDITIONAL INFORMATION
I run pretty old KDE Plasma Version: 5.24.80, can't test on master at the
moment.
