STEPS TO REPRODUCE
1. Create a number of layers
2. Give a few a Color Label
3. Move the cursor over your layers
OBSERVED RESULT
Notice that only the ones with a Color Label applied will highlight
EXPECTED RESULT
All layers should show a pre-selection highlight (or none, if there's a
settings for this)
