SUMMARY

In the "More options of the panel parameters, you can choose for panels to be
coverable by windows. As expected, when you select a window that was previously
places under the panel, the panel get covered.
When you select another window as the active window, the panel does not go back
on top.
It would seem practical that the panel would come back on top of the stack
whenever the window is not the active window anymore.

STEPS TO REPRODUCE
1. Set panel to "Window can cover"
2. Have a window placed under panel. (Automatically done for me with Bismut)
3. Select the window for it to cover panel.
4. Select another window

OBSERVED RESULT
Panel does not come back on top when the covering window is not the active one
anymore.

EXPECTED RESULT
Panel would come back on top of unselected window
