STEPS TO REPRODUCE
1. add a panel
2. maximize a window
3. even if transparency of panels is set on, the panel loses it
OBSERVED RESULT
Panels get the theme main color
EXPECTED RESULT
Panels should remain transparent

Windows:

ADDITIONAL INFORMATION
I also tried adding a transparency rules which only includes panels, but it
doesn't work, even if set at different levels of the rules hierarchy
