STEPS TO REPRODUCE
1. start wayland plasma
2. select configure display settings
3. change scale to <100%
OBSERVED RESULT
The noticeable result is with the missing icons for minimize, maximize and
exit. The more the percent is decreased, the more noticeable it is.
EXPECTED RESULT
It would scale properly when <100%.
