I am able to reproduce this on Plasma 5.26.2 (KF 5.99.0, kio-extras 22.08.2).
All mp4 files display first frame of the video, without buttons and timeline.

Though it happens every time I try to preview files with extensions like png,
gif, webm and mkv. On the other hand, extensions like kra, jpg, xcf, svg and
files containing plain text display just fine.
