Discover and release upgrade icons near to each other
SUMMARY

While being an "upgrade", a distro release upgrade notification is served by a
different app and is shown in the tray with a second upgrade icon. This looks
inconsistent (see the screenshot).

EXPECTED RESULT
Distro release upgrade notification is shown along with other updates in
Discover (and ideally with an ability to do the upgrade right there)
