Nope, we would only be able to implement that if the application doesn't
support touch at all - that is touch to mouse emulation. As Plasma supports
touch KWin cannot do anything about it. This needs to be handled in the
application.
I just tried on my touch screen as well and can confirm that it's not possible
to change the configuration for any plasmoid in the panel on the desktop the
handle opens on long press, though.
