STEPS TO REPRODUCE
1. Update from plasma 5.26.3 to 5.26.4 with KF5 100
2. update from Kde gear 22.08.3 to 22.12.0
3. logout login
4. launch kde apps of your choice
OBSERVED RESULT
1. plasma is very long to load
2. applications have no titlebar and no border
3. applications are stuck in their place and refuse to move
4. Vivaldi has is own titlebar but is buggy too
5. Plasma is unusable

That everything works as it used to

I'm using kde semi official repositories from openbuildservice ; see
https://en.opensuse.org/SDB:KDE_repositories.
I don't understand if it is a problem from KDE or from bad construction by OBS.
