To help usability for new users, the layer docker context menu option 'Merge
with layer below' should automatically change to 'Merge selected', 'Merge
layers', 'Merge selected layers' or similar when more than one layer is
selected. This reads easier and is more contextually correct since the
functionality changes and the layers are no longer merging down, but rather
together.
