The argument brought of "handling destructive actions differently than non-destructive ones" does not work on multiple levels. Because it will be inconsistent between apps that do differentiate between delete and permanently delete, so the same action (delete) behaves differently depending on the app. People used to "switch button then enter" and use the keyboard will now get delete permanently for the same action that used to be cancel for ages or in different apps.
