plasmashell won't let me place the widget any lower because it thinks there is
a panel there

SUMMARY
***
if u add 2 panels to one screen side, lets say the bottom one, the space gap
for widget placer, notifications andmany other things is calculated as a
summary hight of these 2 panels
***


STEPS TO REPRODUCE
1. resize yourexisting bottom panel in edit mode so it takes say right half of
the screen
2. add new panel (any type) to the same bottom edge and resize it so it takes
left half
2.5 repeat this several times for more obvious result, like 3-4 panels 
3. try to place any widget close to the bottom panel

OBSERVED RESULT
widget can be placed close to the panel, its something invisible that prevents
that, and i assume its the space that is reserved for panels (see the
attachment, i have 4 panels 36pix each and the reserved space looks like
~144pix altho its justa guess)

EXPECTED RESULT
widget can be placed close to the panel, minimum allowed hight must be the
hight of panels

same happens with notifications, if u set them to be in lower right corner for
example, they will be floating almost in the middle of the screen (see
attachment #2)
