SUMMARY
When hovering over the question mark next to the slider which sets the level of
feedback a user gives, the tooltip appears and disappears quickly in

STEPS TO REPRODUCE
1. Open the quick settings pane of System settings
2. Hover over the question mark button
OBSERVED RESULT
The tooltip appears flashes on and off
EXPECTED RESULT
The tooltip stays, so that the user can read it
