STEPS TO REPRODUCE
1. Enter to Touch Mode(can be force enabled in Workspace Behavior -> General
Behavior)
2. Open some application and toggle to fullscreen, for example Kate
3. Close application
4. Open the app again and the app's bottom borders will be covered by the panel
