SUMMARY
The icon for the new flatpak section in systemsettings is contained in the
Discover package.
If Discover is not installed on the system, no icon is shown for flatpak-kcm.
Specifically I believe it's here:

STEPS TO REPRODUCE
1. install the whole Plasma 5.26.90 suite, Discover excluded.
OBSERVED RESULT
No flatpak icon is shown, replaced instead but the blank generic one. See
attached screenshot.
EXPECTED RESULT
The flatpak icon should be shown for the flatpak permissions section.
