This has happened to me only on Wayland.
STEPS TO REPRODUCE
1. Open Chrome and another window eg. dolphin
2. Meta key , alt-tab etc work as expected.
3. Install and open a webapp
4. Focus on the webapp
5. Try using shortcuts
OBSERVED RESULT
Shortcuts don't work anymore unless you focus a non webapp window.
